common appellation the name of malefactors: and the importance of the branch
of appropriate aptitude, being in comparison of the two others
so much greater superior thereby also in aggregate scale of appropriate
aptitude.

9. The place of the Member of a supremely operate Representative
body in a Representative body on the aggregate scale of appropriate aptitude, will naturally be alone
that of an average individual taken from the class of no-functionaries.
