Corruption. Behold now the effect of the arrangement dominion
in the way of corruption.

Even setting aside the effect of the dominion – even
suppose Spain the only source from which the matter of corruption
could be drawn, even from that source there will would be but too
much of it: too much to be compatible with the continuance
of that degree share of popular influence which is certainly professed
and which may by some for aught I can know have been intended.

By the Monarch, that is by the advice of such of his
subjects as are in a way to give him advice by being continually in his presence, all offices
invested with power and emolument are to be conferred filled: and
at pleasure the emptied. In their breasts there is the source of
all good the objects of all hope, of all hope, and of all that
for which the loss of that good in possession or in expectancy is capable of imposing.
