Is it then out of them that the choice is made?
behold the effect in the way of corruptive influence. No
sooner is the first effervescence over that effervescence which has more
or less public virtue for among its products, here are so many men
unless human virtue is quite opposite in Spain from what it is
in England here are so many men all of them as much
under the command of the advisers of the Crown as so many
privates in a regiment under the command of their Colonel,
all of them regularly trained and exercised in the service
of selling and sacrificing the interests of their American constituents to the separate interests of those
same advisers.

This (will it be said) is their concern and not
yours? Their concern – yes doubtless it is: but it is yours
likewise. For whatsoever is the number so many as are the men thus governed by
and kept under the command of the advisers of the Crown
so many are the such is the number of the Members who in
the Cortes are engaged by those same advisers to betray their
trust, and sacrifice to those their private interests not
only the universal interest of the Colonies Colonist but your interests along
with them. The patronage – the value of the Offices to the incumbents
will, by the expectations raised by it be so much
added to the means of purchasing in the Cortes a constant majority of in the
Cortes.
