3. Remuneration. This the matter efficient cause of felicity is the matter of good considered as applied
to the purpose in question. They cause The most permanent and extensive
instance is is that in which the matter of good
is applied to this same purpose in the character of matter
of reward: good, applied in the event consideration of a man's having contributed
or being engaged or expected to contribute
to the felicity of the person in question in some manner
pointed out as above by directive rules furnished laid down with
more or less precision by those arrangements in the furnishing of which it is
the government is occupied in furnishing,
in some shape and manner, and on some occasion, indicated
or not indicated by law government or existing laws.
On this occasion in speaking of the efficient causes
of felicity considered as applied employed in the character of instruments
of government a material distinction will require to be
made: it is namely that between the internal and the external
instruments.
