It might on this occasion and without impropriety by considered
as applied to the class of those over whom the rule
is considered as exercised. But on this occasion there will
be more use in considering it as applied to the class of those
by whom rule is exercised. If the subject be considered as
belonging to the still class of things, the sort of thing to which
there will on the present occasion be most use in considering
it applied is the system of a factitious entity the entire
frame or system of government: a sort of fictitious entity
the name of which is employed to denote a work executed
whereby the rulers for the time being, or by their
predecessors in former power, or by the one and the other
taken together.

Whatever change, for the course is produced in a frame or the system of government
as above, unfit or less fit for its use may without impropriety
be detected by an expression abovementioned, namely
a sacrifice made of the universal interest of the community
to some particular and sinister interest: sinister and by means of the detriment thereby
produced to that same universal interest.

If by means of such change any individual have has
been corrupted – rendered corrupt it must be by means the receivers considered as
if some temptati being employed must be either of some good or some evil operating
on his mind in the character of a temptation, inducing him
affording him an adequate inducement to become render
his conduct efficient or contributory with reference
to that bad effect. Without impropriety it might be some
good evil: as if for example by the chief ruler of the community
a subordinate functionary in the situation of Judge was threatened with
death or deprivation of his heritage of property by them if he would not unless
he would declare and and render that certain goods captured from the subjects of by certain subordinates of the Chief in the naval branch of the military service,
foreign nation had been navigating in a peaceable manner had were
been goods captured from an enemy, and as such belonged to that same Chief:
