Distinction 2. Corruption systematically seated: corruption
personal, or say personally seated. Corruption systematic, or say systematically seated.
By the case in which it is personally-seated understand the case in which
a determinate and assignable individual is assignable
by whom⊞ ⊞ portion of the matter of good constituting the tempting temptation the inducement has been offered presented to the view will to the an
individual at whose hands the sinister service was desired
and the bate accordingly swallowed and the sinister service
rendered, By the whose in this case stands the
transaction between the Candidate and the Elector as above.
By the case in which the corruption not personally but systematically seated
understand the case in which no such individual is assignable,
but the cause of the corruptive and corrupt transaction if there is
but one in question, the source of transactions of this
same nature pervading the whole official establishment
is in the system or frame of government.
A system of government in which an irremovable
functionary possesses an indispensable share of the supreme legislative
power, and at some time the whole or the greatest
part of that branch of the Ex supreme Executive power by
which those Subordinate functionaries are placed and
in a proportion more or less considerably displaceable is
a system in which corruption is systematically seated.
The On the one part the corruptive influence influence of the Chief functionary, on the other
part the corruption corrupt obsequiousness on the part of
the Peoples representatives has its root not in the system
mental texture qualities of this or that individual, but in the political texture
or the system or frame of government itself. It will therefore
of necessity go on in the production of the fruits of corruption namely depredation and oppression
in quantity continually encreasing unless and untill the form of
government receive an apt and adequate a remedial sanative change.
