§. Monarch – folly of regarding the private deportment of a
Monarch as a pattern for subjects – George 3.

If as above, in any intelligible sense and useful
sense of the words bad and good, so far from being the
best the Monarch is naturally and compleatly to say
word – the most maleficent master of the whole community
– judge from laws of the consequence of holding
him and his conduct as a pattern for others – his
conduct for their conduct.

By beneficence a on a small
scale, he obtains a reputation by which he is
to produce without reprisal maleficence on the largest scale.

Now mind the evil consequence.

Of what is good and bad in private and in particular
in domestic life, men in all situations are competent
judges, and in the habit of regarding themselves as being
so, and taking cognizance of the conduct of others in
consequence. On the other hand if what is good and bad
in public life – in the conduct of the concerns of a the whole
community, the greater numbers are not as yet competent
judges – are not as yet in the habit of regarding themselves
as such – are not as yet in the habit of taking cognizance
to wit in detail.
