Constitut. Code

Lords and in Judges and all others a King for property
Justice of Peace for continuance.

Making delay vexation &
expence for profit out of an
expence is corruption.

On the alledged uncorruption of English Judicature the
eulogy is indefatigable: and of this out of every
other supposed alledged efficient cause of felicity, Excellent matchless Constitution
gets of course the credit.

This alledged uncorruption what does it amount to
n fact: to uncorruption in the on the part of a certain class of Judges
as against the matter of corruption in a certain form
to corruption uncorruption for with small profit, and upon a small
scale coupled as above with corruption for unlimited
profit, upon a national scale.

For this eulogy – perhaps for his or one large , Of one of the treatise Judges taking a bribe for or
on behalf of a Suitor no exemption has ever had pla
been known or commonly believed: not improbably men
such have had place. By this circumstance is any
proof afforded of uncorruptibility, of any aversion to the
being corrupted, on the part of any Judge? By no means.

In no instance could a Judge receive in the shape
of money of other article of value a bribe
without putting himself his reputation at least compleatly
in the power of at least one individual – namely the
one in wh by whom or on whose account the bribe was
afforded: seldom without thus putting himself in the power
of individuals more than one. What should be more
inducement than to expose him to infamy and
without danger of determinate legal punishment, and for
profit in detail a robust seat which in a wholesale way it is to
be had to an unlimited amount altogether unlimited, on a
wholesale scale and without any the smallest risk.
