Constitut. Code

Constitut. Code why first in importance thence in time, out to
composition and publication. On it will depend the matter of all the
other Codes: because in the constitution of the Legislature will depend
the nature of their work. See Ch. of Constitute relative
to the matter of the other Codes. Only If the possible Legislature is disposed
to produce greatest happiness can their work tend to the production
of it: the nature and leading features of the others must
therefore be anticipated to this.
