III Reason-giving for Minister location. He selects

Art. For such public peremptory order in the first instance the proper
cause will be imperfection inaptitude manifested in the moral part of
the functionary's mental frame of the functionary: for such private recommendation, imperfection inaptitude in the intellectual or active part of
