32. As means for the maximization of the above national public
evils, of the above for the advancement
of that same particular and sinister interest, that

give probability to wars. As means for the maximization
of the above public evils, of the above private benefits, thus
is every public ruling functionary constantly urged to maximize the number
of wars, how opposite so ever to necessary, and as well
as of distant dependencies, which are can never be
necessary nor otherwise than opposite to profitable.
