§. 2. Subordination as between authority and authority, individual
and individual functionary.

Art. 1. The Constitutive or superordinate are supreme with
reference to every other: it resides in the whole body of action
between throughout the state: For the mode of subordination see §. 3 and is exercised by the location and dislocation,
mediality or unimmediality of the functionaries by whom all the others are exercised.

Art. 2. The Legislative or superordinate with reference
to every other but authority other than the Constitutive. For the mode see §. 3

Art. 3. In respect Subordinate to the Legislative,
in the exercise of Legislative functions are the several Sub-legislative
They are bodies, one for each District by which that function is exercised
in the several Districts. For the mode see Being located respectively by so many
portions of the Members of the same Constitutive, these portions of that body are in that respect subordinate with state to the whole.

Art. 4. In the Executive Department including Administrative and
Judiciary department in each of them the direction of the all other functionaries
belonging to the same department or in a single hand. Subordinate
all of them with reference to the Supreme Constitutive and the Supreme
Legislative, the Chi in each of them the Chief is with reference to
all the other functionaries in his own department superordinate
and supreme and .

Art. 4. So in the Judiciary.

Art. 5. The Supreme Executive authority, though in all its
branches subordinate to the Supreme Legislative, is not in any
one of its branches subordinate to any one of the Sublegislatures.

Art. 6. At the head of the Executive is a single
functionary the Executive Chief. In his hands is the direction a chief
of the whole of the business of the Administrative department and with relation
to all the several functionaries employed in it he is superordinate.

Art. 7. At the head of the Judiciary is a single
functionary – the Justice Minister. Subservient with relation to him the
Executive Chief is Superordinate. For the mode see Ch. §.
But the direction of the business of the Justice Ministers department is not in the Executive Chief's hands.
