With the maximization of beneficial power how thus
to combine and reconcile and combine the minimization
of maleficial power – in this lies the great and almost
the only difficulty. For solving it the course taken is – the
keeping throughout the whole field of action operation keeping the power
of distreating the possession of operative power in the hands of
the many by whom those to whom if maleficially employed exercised the exercise of it
will be maleficial the evil produced by it will be suffered.

In vain would the supposed alledged dangerousness of such
an arrangement be asserted and magnified. For a compleat
demonstration as well as exemplification of its undangerousnesss, an example – that of
the Anglo-American United States has sufficed. In essentials
the principle by which the arrangement of that Constitution
have ben determined may be seen to be the same
as with those which are here advocated and applied. Though
a certain quantity of unnecessary and useless complication is still
suffered to stand yet it is by the principle of universal dependence
of the operative power in the constitutive that every
the whole system of and course of the government is determined.
Nor from this omnipotence of the subject many of those rulers over their rulers has any the slightest
inconvenience been ever seen to result, while from the want of it
the evils that are continually manifesting themselves in all other governments
are excruciating, multitudinous incontrovertible and destined to go
on encreasing till the governments Monarchs are .
