§. 5. Its efficiency and undangerousness demonstrated by
experience, namely of the Anglo-American United
States
In vain would the the efficiency of this
course be questioned, or its alledged dangerousness asserted
and magnified. For a compleat demonstration of its
efficiency and as well as its undangerousness and its efficiency
one one and the same example has already sufficed. This is that of the
Americ Anglo-American United States. In essentials
the principles by which the arrangements of in that Constitution
of those States that confederacy have been determined
are the same it may be seen as those here advocated laid down
and applied. Of that Constitution the fundamental principle
is the omnipotence of the many: the omnipotence
in so far as established by the Constitutive power, while though
not a particle of the Operative power is in can be seen is lodged in those same
hands. From By the adoption and application made of this principle while an
unexampled measure quantity of good has been produced – evil
in the shape of evil from of misrule excluded – not a particle
of the alledged mischiefs or dangers can be shown to have has ever been seen to result
been produced: while the evils which for want of this safeguard
have all the at the same time as well as in all former times
been produced in all other governments are and have been
excruciating intense, multitudinous, uncontrovertable, and are destined
to go on encreasing till the governments themselves are shall
have been dissolved.
Not that even in this hitherto matchlessly felicitous system imperfection of in
detail are altogether wanting: but witness the still unabrogated
sanction given to domestic slavery, on account of difference of colour, and
the tyranny misrule submitted to at the hands of the lawyer tribe for want of an
all embracing and determinate rule of action: not to speak of a
quantity of useless and
thence mischievous constitution
by which as will be seen below, the transparency of the system still continues to be disturbed. But in those imperfections there is nothing that flows from the abovementioned
fundamental principle: nor yet any evil that may not be seen in still greater abundance
in those other States in the
Constitutions of which this
principle has no place.
