Of the fulfilment of this end and object of personal an example
has accordingly been brought to view in the case of the
quantity of the matter of subsistence and abundance sufficient for
the subsistence of from 10,000 to 100,000 labourers productive hands extorted
and placed in the hands of a single individual in the situation
of Monarch, and the utter incapacity inability of those
whose security is thus destroyed, ever to obtain redress.

In Of the pursuit of this sinister end it is one consequence is that to those
objects external instruments of felicity – objects of general pursuit desire
which to individuals men in general are objects of pursuit rulers
add others peculiar to such their situation their own case themselves, in contradistinction
to all others. The objects of general desire
and pursuit are money and moneys worth called
by the aggregate name property, the matter of subsistence
abundance: 2. power: 3. meaning in every situation
but that of ruler no other power domestic power as above; and reputation,
meaning that material sort of reputation, which depends upon
personal good conduct, and in proportion as that is known
stands is attendant upon it. To these articles objects of pursuit and attainment in the list of external
instruments of felicity rulers by reason in virtue of their situation are
enabled to add and under every form of government in every political community unless
as below there be an exception, do accordingly add and with effect
three others: namely under the names of the honours and dignities
and honours, a sort of factitious reputation of their own creation
and altogether independent of good desert – for he dignity and honour
at the expence of the unhonoured, vengeance at the expence
of those at whose hands they will experience or their conduct resistance, disapprobation and
in so fa so far as compatible with the pursuit of those other
objects, and of pleasure in all other shapes ease at the expence of official duty.
