1823. April 26
Constitut. Code

Of official appropriate aptitude the several branches have
above been brought to view. Of the sinister interest just mentioned
one effect is the if not destruction or at least the diminution if not the destruction of the
degree of aptitude appropriate aptitude in all those several
branches branches. The universal interest requires that it be a maximum:
the sinister interest, that it be a maximum minimum.

1. First as to appropriate moral aptitude. In regard to
this branch the universal everywhere the tendency not to say the universal and almost everywhere the
end unless except in so far as effectually counteracted the effect
effect of the sinister interest in question is to produce the
utter destruction: by appropriate moral aptitude is, meant as above
the disposition to contribute to the utmost to the universal
happiness to the advancement of to the utmost of the universal
interest in spite and to the sacrifice of all particular and
conflicting opposing interests: but in the situation in question to the
desire is added the power of sacrifices to the particular
and sinister interest in question, on every occasion in which
a competition has place, the universal interest.

Where and in so far as appropriate moral aptitude as
thus explained is absent, by any more than ordinary quantity
of appropriate aptitude in any of its other shapes the aggregate
quantity of appropriate aptitude so far from being encreased,
is, as has been shown diminished.

Observe now the effect of the situation in question with relation
to appropriate moral aptitude, and the effect of the absence
of appropriate official appropriate aptitude in this shape, in
relation to the courses above brought to view in §. 2. in the
character of ensuring appropriate moral aptitude in
the breasts of rulers.
