The means or course of action in that science first indicated is was expressed
by the words minimize the power of doing evil in the situation
of rulers. The Opposite in this point in this head is the suggestion
of the rulers sinister interest. Maximize the power of
doing evil in the hands of rulers: for by the in the maximization
of the power of doing evil is maximized included maximization
of their power of obtaining in a maximum
quantity the several objects of desire above brought to view.

The next is expressible in these words. In minimizing
the power of doing evil have as little diminished
may be the power of doing good, The namely to the universal interest community at large. Barren of good
will be the power of producing it, if unaccompanied unless accompanied with the
desire: and this desire it is th every where the tendency
and almost every where the effect of the sinister interest in
question to kill in the breasts of rulers.

In particular in regard to money and moneys
worth – matter of subsistence and abundance. Minimize
says universal interest the quantity lying at each functionarys
disposal, maximize it, says sinister interest in the case of person of
each functionary, in so far as it is as to the partake of it my
disposal: and in proportioned to the degree of power attached
to his situation is the degree in which in the instance of
each functionary this desire is carried into effect. productive of the effect it aims at.

So As to reward. Extra reward give none, (says Universal
interest) without proof of correspondent extra service proof as no less
strict than that which is or ought to be given of delinquency
with a view to punishment. Let us Give it says rulers sinister interest
without , and without need of proof in any shape of extra
service in any shape: still better if without need of so much as an
allegation, even in the most
general areas, of extra
service in any shape
ever rendered.
