2. Next and lastly as to appropriate intellectual aptitude
in its two several shapes scientific and judicial of appropriate scientific knowledge and appropriate
judgment, and appropriate active aptitude.

1. For appropriate an intellectual and active aptitude
relation had to any interest establish throughout the whole
field of office establish the most instructive and publickly applied preliminary tests
and securities, says Universal interest. Establish no such
tests says Rulers sinister interest, in the breasts of rulers. The effect of it will be either

Of those whom it would be a pleasure to me to serve
the effect of any such tests would be to exclude a large proportion
and to impose on the rest a set of bar obligations by the
burthen of which the value of the situation would
be diminished: as to appropriate aptitude in
those shapes with reference relation to my own views, I want
no tests upon them such as it will such those same
views to apply or cause to be applied.

2. Maximize the efficiency and extent of the application
given to each such test says Universal interest:
if the tests there must be, as generally speaking when they
exist already, minimize this their efficacy says Sinister
interest in the breasts of rulers.

Minimize the sum of the pecuniary inducements for
acceptance of the several offices says Universal interest,
maximize them says Sinister interests.

The aptitude on the part of the individual by established as
above. The less the sum of those extraneous inducements, the greater
is the proof degree of relish for as to the function of the situation is the
degree of relish, as proved by the acceptance. No such aptitude
do I want: what I want is such a mass of those delightful agreable
inducements a mass so handsome as not only to supply the want
of relish but to surmount in any degree in which it can be entertained:
