§. 4 Means or instruments employed by it (by rulers'
sinister interest.)
§. 4. Instruments and other means employed by it.
1. The means employed by rulers' sinister interest
in the situation of rulers are in other words the means
employed by misrule or say by misgovernment, namely
for the fulfilment of its sinister ends: for the maximization
of the quantity mass of the objects external instruments of felicity as above
objects of general desire in their hands and applied
to their own use, as above.
Instruments alike necessary to of government are
either corporeal or incorporeal.
Corporeal instruments of government are either
things or persons.
Incorporeal instruments of government are
1. Force. 2. intimidation. 3. corruption. 4. delusion
Of these force and intimidation are necessary to
all rule to all government: to those, misrule – misgovernment
adds corruption and delusion.
The addition thus made to the instruments of
government by misg is a one characteristic indication of misgovernment.
By force understand here physical force: force
applied by body to body: intimidation is force applied
by mind to mind: it is applied by producing the
fear of eventual evil, as about to happen to the
individual in question in the event of his non-compliance
with the will of the ruler or rulers.
