is one that pervades the whole texture of the language:

to denote error or say an erroneous or false conception
and any the operation by which it has been produced

The errors the erroneous conceptions or opinions which operate as instruments in the
hand of misrule are reducible to two three heads.

1. That the maximization of the happiness of the
rulers s exclusively or preferably the right and proper
end of rule.

2. That the maximization of the happiness of
all the other members of the community, exclusively
or preferably with relation to their own is the end actually
pursued by those same rulers.

3. By the mixture of these As a reason or justification for the preference
which is as above is thought right and proper, to
to give to the particular happiness of the rulers in question
to that of the rest of the community, to that same erroneous
conception may be added another by which exclusively
or unpreferably with relation to the rest of the community, a stock
of virtue, moral and
