In regard to the use made need felt and use made of the two abovementioned
instruments of misrule the case of the bipartite mixture of composed
of monarchy and democracy and that of the tripartite
mixture composed of monarchy, aristocracy and democracy
are so nearly the same, that what is said of the one either
may serve for both with very little variation be found alike applicable to the other.

As in so far as with Monarchy a portion of
any other either of the three can two other simple forms of government
has place the power of the Monarch finds a hand in that
the power or powers thus conjoined with it: the will of
the Monarch a source of resistance and obstruction
on those other wills. The sensation thus produced in his breast being of an
unpleasant nature, and object of his constant endeavour will
of course be the removal of it, by the lessening of the obstructing
powers – by lessening the resistance of and obstruction opposed to his will

in various proportions

dignity being attached, thus it is that to the amount of
the difference between excess of the pleasure reaped by the use of the
instrument and the pain if any produced by the labour of
the service official duty – of the exercise of the function, the matter of reward a correspondent
the matter of reward – that is to say of good is in a correspondent quantity of at his disposal and habitually disposed of
accordingly.
