For bringing to view the effects influences of the matter of corruption upon
public functionaries the shortest course that can be taken pursued is to commence
with that mass of which in a mixt and thence limited
Monarchy is in the hands of the Monarch from them, by abatement
of this supposed quantity it will be easy to trace from the conception
the of it in the case where it the extent and operation of it
in inferior hands will may be formed without difficulty be accomplished.

On this occasion in relation to it require to be brought to view points call for consideration. These are
1. Its composition or ingredients
2. Its the magnitude of its power in as applied in the instance case of the
individuals in whom it operates its operation is exercised is performed
3. The The extent as measured by the number of the persons
in whom it exercises itself.
4. Its effects – its actual the amount of its necessary
and thence at all times its actual effects

1. First as to its composition. In its composition it embraces includes
all those external objects instruments of felicity which in which constitute
the necessary instruments of government, the best as well as
the worst and instruments which under every have place likewise in the
hands of individuals but those others which not being
needed or capable of having place a but under a bad government
are the exclusively the produce of a bad government. In
addition to power and money it accordingly includes
factitious honor and dignity, vengeance and official ease vengeance at the expence of
those opponents and gainsayers by whom resistance is offered to the Monarchs personal
veto or disapprobation expressed in relation to its conduct,
and ease at the expence of official duty.

These objects of general desire these to a boundless amount not only does the Monarch possess and use employ for his own gratification, but
to an unbounded extent he possesses the faculty of making communication
of them to all those who to beneath occupy in
relation to him the situation either of instruments or favorites.
