In a Monarchy (it has been already stated) corruption the operation
of corruption is comparatively inconsiderable
has little place: in comparison of what it has in a mixt
and limited Monarchy.

1. There is no subject matter for it to work upon. In
a mixt and limited Monarchy, this subject matter is essentially
present. This subject matter is the repor body which represents
or is dealt with as if it represented the people, and which as
such is let in for admitted into suffered to exercise a share in the exercise of the sovereign
legislative power of legislation. The Without the concurrence
of this body the sinister interest desire of the Monarch can not
receive its advancement their gratification: it with that concurrence they it may
do so to an unlimited extent. But in an unmixt
and thus unlimited Monarchy, they may and do receive
their gratification to an unlimited extent, without the concurrence
of any such body: for no such body has place
in it. That portion therefore of the instruments of felicity
in all their shapes which in a mixt and limited Monarchy
the Monarch finds himself or thinks himself under the
necessity of abandoning to a set of men among whom it
may happen that there are no objects of his personal sympathy,
the Monarch of an unmixt and unlimited Monarchy
is free to apply to this gratification of his own self-regarding
desires or dispose of in favour of those whom
they and how many so ever they be, whose
good fortune has numbered those among the objects of his
sympathy.

Not that even in the most unmixt and unlimited
Monarchy corruption is without its influence nor therefore altogether
without its use. It contributes to the mass of that sinister
influence by but for which many whom it has the effect of preventing
would might otherwise embrace the cause of the universal interest.
