§ 4. Means employed by it

The process of delusion as applied to the purpose in
question, may be considered either with reference to the class
of persons operated on by it, or with reference to the instruments
by which the or by means of which the operation is
performed carried on and the effect produced.

The class of person whom corruptive influence the most important
portion of its effects of corruptive influence are produced are the operates are principally the representatives of the people:
