1823. April 29
Constitut. CodeCh. 1. Ruling principle
§ 4. Means employed by it

As to the positively or introductorily operating means mode
they it may be divided in the first place into one which
the instruments which the effect is produced are the same
as those by which corruption is produced, and that in
which the instruments appertain are employed adapted exclusively
to the delusive process business manufacturing of delusion.

Without any thing done by the managing hands with a
direct view to the production of the delusion almost all the instruments
of corruption operate towards the production of that sinister effect.
But by operations directed alterations bestowed to that object the effect quantity may by
an indefinite amount be encreased. Examples will presently

The instruments by which delusion is may be produced without
the help of
in company with corruption are principally of that sort which – are
operate by some special affirmation which they have with conditions
perceptible to the of light: of this sort is the
the conditions of the great pampered ruler: of this sort are the trappings
of Monarchy: fruits or indications of the matchless opulence
so constantly attached to supreme or personal preponderant power
when lodged placed in a single hand: the gorgeous patrons: the
glittering throne and support for the sitting part and the still more glittering crown covering for the
head. Only for example can these elements serve, for the
multitude and variety of them is inexhaustible. Of them alone
they do no more than mark characterize the person to whose will by
the active instrumentality of the other instruments of the sinister
sacrifice: the force the intimidation and the corruption all
other wills have been rendered obsequious: and in whose
service for this purpose the yet remaining instruments of delusion
that he means to be maintained are so compleatly, extensively and effectively employed.
