§ 4. Means employed by it
So much for the Monarch: and whatever his place
in his case and his favour is predicated of all
inferior favorites of fortune in proportion as their part in the
mass of the external instruments of felicity approaches nearer
and nearer to his: the corresponding attitude in respect
of corruption in whatever benefit he desire from it, there are sharers,
in whatever way it operates to his use, it operates to
their use: in respect of delusion whatever depravity has
place in his instance, correspondent and proportionable though
inferior depravity has place in theirs: correspondent and proportionable
to the praise and worship which he receives is the
praise and worship they receive. Thus in every Monarchy
the people have in the Monarch and by whose
labour the external instruments of felicity are produced have
in those by whom without them having any share of in the
producing of them they are concerned a set of mutually
allied, inseparably allied, and naturally and necessarily
and insatiable depredators and implacable
enemies.
