This in any Monarchy – this be the unchangeable nature
of the form of government are all powers of instruction
pursued: of that branch of instruction on in which are the matters
any other human happiness dependent on the matter of the
instruction which is received.

To the his disadvantage, nothing: to his advantage,
anything: the more the better. Thus, barring a
few exceptions, so few to be worth taking into account+, the
portrait presented by the aggregate of those documents is
that of universal excellence. Not that by this word of comparison the word excellence
anything approaching to the character of a distinct
idea is can be ever presented: all that what is presented is – a
something by which the individual is constituted a fit
subject of admiration and consequently of imitation.
But to what class it those respective so fit subjects of admiration
and imitation to what class do did they belong?
Uniformly to that class by which whatsoever the class of those by whom the power
corresponding power and sinister interest being in
their hands, all the mischief there has been done in the world has
been done.

And those who may come in for any the least
share in this admiration and this praise, who are they?
with a few exceptions as before they are of the class of these – they are all those by whom
all the while at the same time whatever good has been done has been
done. By them labour has been produced all that exquisite
matter for the consuming of which or scattering it about for their amusement without their having produced
any part of it, all that all that precious content of admiration has been bestowed:
admiration has been poured upon their consecrated heads.
