(a) [Greatest number]

Good rule Good government is that which has for its
object or end in view the greatest happiness of the greatest number

Misrule. Misgovernment is that which has for its object
or end in view the greatest happiness of any lesser number,
at the expence, and to the correspondent to the sacrifice of that of the greater.

As to necessary consequence of the universally universally privation principle of self preference
universally at which the species depends for its existence, Government will in every case have for its object or end
in view the greatest happiness of those by whom the power of
it are exercised in the highest rank or say the sovereignty is exercised.

If then it is by the greatest number or by such that the powers
of government or this rank are exercised – by the greatest number, or what comes to the same thing if by a number, by
smaller number whose interests are not separable from the
interest of the greatest number the government will
be good government it will be good rule.

If it is by the lesser number that the those same powers were
exercised the government will be a bad government – it
will be misrule

In this case the badness of the government will b
in a general view be in the inverse ratio of the number of the persons among
whom the powers of government are in this rank are
shared.

The badness of the government will be at its maximum
when the power of government in this rank are
in the hands of a single individual: in this case there
will be no sharing: there will not be any persons among
whom the powers of government are shared.

If the greatest number or those whose interests are not distinguishable from
those of do the rule be , greatest number's happiness will be the object termed as
