In the Russian and Prussian Governments may be seen the sort species
of Government which the desires, interests and endeavours of every King of England would had been to
substitute to that which he at present exercises: and which
his partners, in possession and expectancy as well as in possession
would had then to substitute to it rather than join in
substituting to it the only good form of government: content satisfied
rather to submitt to oppression at the hands of the one than to
forego all hope of a share in their fruits of depredation at the expence of the many.
In the French Constitution may be seen the nearest
approach which their fear of the people would suffer the English
govern partnership in the trade of government to make to the Russian
and Prussian form of government. It has for its fundamental principle
this – that no subject has a right any claim to any of the benefits of the
government except in so far as it is the pleasure of the Monarch that
he should have and enjoy them that everything all rights that belong to the people
are granted to them by the Monarch and may be revoked
at pleasure: that they are born slaves to the Monarch, his
he has lately granted to them to hold during his pleasure a partial
emancipation.
Principle to the same effect are – the and writing
of the English Lawyers partners or instruments of the English Monarchy.
But with those the need, they have from time to time tired of the assistance of support from the
people, has forced them to mix others of a contrary tendency,
and thus everything that has place in the English Government
is a tissue of contradictions, of principles, rules, and practice.
In what the King of England is in Hanover, and
and Malta in what he has enabled the Kings of Naples and Sardinia to be sinecures
in their respective countries may be seen what he would be England
but for the fear of the people. In what he is and is determined to continue to be in Ireland may
be seen what he would be in England and Scotland any anywhere else.
In the condition in which he leaves the subjects he has imposed in
Hindustan may be seen another sample of what he would be in those his European
dominions.
