Having for in all those above those as well as in all those
below than by whom the nature of their situation and thence of
their desires interests and endeavours are clearly understood, their
situation is thus perpetually between two fires. Force
intimidation, corruption and delusion delusion without need of any existence of this use for the production of it, all those instruments of
misrule power warfare upon the people being in the hands of their more prosperous rival, those
latter make comparatively but little use of active deception, not
having ear so much need of it: deception no other being
at their command is the characteristic instrument of the Whigs.
