§. Division into Enactive, Expository, and Rationale and Instructions to the Legislator.
What is now sent is the Enactive part only.

[I. Enactive part] Throughout the whole course of of this part of this Code Two other parts pervade the accompany
the first part, it: the Expository, and the Rationale:
or Reason giving: the Expository, for fixing the import of
the heading terms, by appropriate Definitions Explanations and Exemplifications:
the Rationale, by the indication given by
it of the principal reasons by which the arrangements
here proposed now in their several distinguishable parts
recommended. But neither of those two necessary parts
could be got in readiness though the preparation of those
two subsidiary parts has uniformly gone hand in hand with that of the Ex
principal part neither of them accessory parts could be got
in readiness for the present occasion. If however Here and there however,
should time should admitt allow of the propositions and a
more or less of the portions more or less considerable of those
neither those documented the opposite will now be
neglected parts may perhaps be now added and the remainder in proportion as it is
adjusted will follow.
