Constitut. Code

Art. 6. In case of any detriment to the public service
by reason of deficiency of appropriate aptitude on the part
of a Subordinate, and neglect as above on the part of the
Superordinate by whom he was located, it will be matter
of enquiry for the Public Opinion Tribunal what may have
been the inducement by which the location was produced: for example
service in or rendered by the or reputed from
whether it may not
have been of a sinister, but yet unpunishable nature:
for example service, whether in a pecuniary or in a non-pecuniary shape
rendered by a connection of the locatee to a connection of the
locator – and so forth.

Art. 7. In the public and Office-Calendar
is a list of all the several permanent offices which have place
in this State, coupled with an indication in the
instance in the hands of wh of each Office of the Superordinate in whose to whom
hands the locative function with relation to it belongs.

Art. 8. In the case of every Office to the acceptance location in which
of which appropriate the having undergone appointed tests of
appropriate aptitude, especially so far intellectual aptitude,
as evidenced manifested by public examination is necessary, the Locator
and the Locatee in the on the body face of the written
instrument of location makes reference to the tests undergone
by the Locatee, and causes insertion to be made of it in the
Official Gazette. For a list of these Offices see the Appendix to
this Code.

Art. 4. On After observation made, as appears to
him of any such deficiency on the part of a Subordinate subject to
his direction, may as may render dislocation or suspension necessary the immediate or any higher Superordinate
antecedently to the declaration of any such dislocation, refers the
case to the cognizance of the Prime Minister, giving at the same time
notice to to the subordinate
noice of such reference.
