On the other hand, thus much also is true, that if
a man has no money at all, he is to the purpose of
satisfaction forced-satisfaction-makers still more compleatly irresponsible than even
the King. For where money alone is the subje in question the King
knowing that whatever he parts with to one, he can get again
without the smallest difficulty from all has in certain cases
though by no means in all cases been in the habit of seeing one suffering
and permitting those of his creatures who administer what they call
justice or equity to render afford satisfaction to a demand, on condition
of its bay begged a man's in a boon whatsoever is done to him as a
right: whereas while from the man pauper who has nothing, nothing
is there that can be got: and so in regard to every man, the more he
has of anything the more you can get from him, if you can
but come at it.
