§. 14 Locable who
As to the Legislators themselves, their votes as in regard to the
preference due to the one or the other of the two modes,
their situation stands on a different footing. Given in the open
mode, the probity of their votes are stand exposed to the guardian influence of
their constituents: and thus far the advantageousness of it is
out of bout. On the other hand they stand exposed to the
corrupti if in this situation a men have there be within view
any other situation from to which a man will look either with hope
or with fear according to the turn side with his vote on which he gives to his vote, what
will be more or less probable will be – that if his vote be the interest created
by that hope or fear will in his breast be prevalent over
his share in the universal interest. On this the Now, in every political
situation with relation to one another must be in every community
that in the government of which a body
representative of the people have a share, the in this situation with
the people on the one hand, and be to whom relation to one another must be – on the one hand the people, on the
other hand those to whom belongs the powers of location as to a number more or less considerable
of such official situations as on any account are
