1824. August 25 Nov'6. Constitutional Code. Ch.IX. Ministers Collectively S.15. Located, how.
Art. 4. Instructional.
Art.4. Unhappily, no sooner has the system come
under into operation, than a dilemma, in no small degree
unwelcome to every seeing eye, will have taken place:
either, to an incalculable amount, sacrificed of the
public good — of the good of every branch of the service — must have
place; or, notwithstanding any the most perfect
degree of moral aptitude, a more or less considerable
number of functionaries will have to quit their several
situations.
Art.5. Instructional.
Art.5. for minimizing the evil from these
two opposite sources, one means however there is,
the application of which will be compleatly in the
power of those functionaries, whose situation exposes
them to it. According to their several situations, let
those in possession participate in the instruction
administered to their successors in expectancy: at
this price, to they will add those titles, whatever they be, in which
others are sharers with them, to that experience
which is peculiar to themselves.
Shared pride be troublesome, let this fact
quiet it. Ao. 1824 in London, John MacCullack
having acquired the reputation of proficiency
in the art and science of political economy,
instituted a course of lectures. Among
his audience, were Frederick John Robinson, and
William Huskisson, both Members of Parliament,
both Cabinet Ministers: Frederick John
Robinson, under the name of Chancellor of the Exchequer, Minister of Finance, William
Huskisson, under the name of surveyor of title of President of the Board of
Trade, creating other functions in the subdepartment of finance.
