§. Located, how

Art. 12 When a situation subordinate to that of
Minister is to be filled, the Sub Minister in whose
Sub department it belongs will give notice advertise for
Candidates, and receive biddings as per Art. 1, 2, 3, 4, 5, 6, the biddings be faculty
of bidding with effect being confined to the tried persons
as per Art. 5. 6.

Art. 13 In the instrument of location the matter
will be entered under the heads mentioned in as per Art. 10,
mentioned together with any such others as the Legislature may shall from
time to time have added.

Art. 14 (Exception excepted) no person who has
not undergone trial in the Talent Judicatory will be locable meaning
some subordinate situation as above Art. 5, 12,) be locable. But the same in the case of a situation of simple trust, notwithstanding
any inferiority on the scale of talent, the
preference may, without reproach be given, to a Candidate
in consideration of the comparative advantageousness of his bidding,
