Art. 54. Of the consummation period the full
time length herein provisionally allotted is seven years: in the reckoning
either from the day of the first examination, or from such anterior
cause of like period, the at such place if more than day, if any, as the Legislature may have seen reason to , or the appoint, to

Art. 55. But during this same length of
time the first preparation period will also have been running

number of stages, as many states suppose as years,
and the same whatsoever be the consideration by which the Legislature will
be led to give to the public the full benefit of the appropriate
aptitude, and proof of appropriate aptitude on
the part of those its servants which those examinations
will exhibit bring to view by the same consideration will it be
led to give bring into existence to the public whatsoever part a distinguishable
portion thereof thereof may be capable of being brought into
existence.
