Constitutional Code.
Art. 2. They are worse than useless: adverse to the
maximization of appropriate aptitude in all its shapes.
1. They contribute to swell the aggregate amount of the remuneration:
this to diminish appropriate aptitude in the in manner
as above manner stated above.
2. They contribute to swell it, by disguising in
in the eyes of the Public Opinion Tribunal its real amount, and
causing the aggregate total amount to be generally regarded as being less
than it really is.
They cause contribute to render the situation to be an object of concupiscence
to persons of indolent by habit and desperation,
and who as such in proportion to such indolence are the
less apt with relation to the duties whatever they are.
4. During the continuance in the situation they operate
in an inducement to and cause of inaptitude
in the shape of indolence thence neglect of duty, and
in all other shapes. For the more inapt they the
functionary is the stronger is the interest, by which all persons
who in any way are sufferers by it, are prompted and
excited to use their endeavours for his removal from
office, and thence for the commencement of his pension of
retreat.
