Exactly the reverse of these are the principles pursued and
acted upon in the least bad of all European Governments.

irregularly and systematically applied, and taken all together

For producing official aptitude throughout the whole of the
establishment, one means and that alone is employed.
This is the magnitude of the emolument: and in particular
of that part of it which is stands apparent upon the face of the
yearly salary: In black and white, and From authority, no and as to proportion
of course the rule of proportion is – Height The functionary's
height on the scale of official aggregate appropriate
aptitude is a as the magnitude of the salary. In black

principle of it in regard to aptitude will you perhaps

this is what you will find either expressly laid declared
or what is more tacitly assumed: and at any rate generally

complaints of the inadequacy of the remuneration allotted to the most
richly endowed situations being continued, and uttered unopposed instant opposition,
inference from this circumstance is though but circumstantial may of itself be considered
as sufficient proof evidence, circumstantial evidence.
