Constitutional Code.
The generally prevailing blind and undiscriminating
prejudice in favour of everything to which any power given the
name of religion favours immorality in this shape, flagrant as
it is, be the field of policies and morals in so far as except
in so far as morals have been brought within the pile of religion
this might be too much to venture.
Here then instead of waiting so far as to give promises
for advocating bad principles what is false and pernicious it has been thought more advisable
to it employ in aid of intimidation the power of remuneration
in deriving use the mind made from what is true and useful
by drawing it towards what is absolutely or comparatively frivolous.
To this purpose three subjects of mental labour culture
have been selected: poetry, dead languages and mathematics.
As to poetry though pernicious for applied excellence ascribed skill in it are not
wanting yet the effect of these is is that
of the beyond comparison greater mass of reward continually
poured upon the same subject in the shape of .
As to dead languages in particular those called classical –
namely the Greek and Latin though shall in their night in the highest
degree be attained without imbibing in and any degree in not as
within the time law of good government in the knowledge of what it cannot
as yet still as in the written a passage are to be
found by which a good opinion of popular government is in abhorrence
of tyranny might be created produced or acquainted the of the
aspirants is or effectually as may be endeavoured to be hired into
