Constitutional Code

§. Remuneration

Art. 1. In relation to the apportionment of remuneration
to official service in general, and in the Administration
department in particular, the following are
the ruling principles of this Code on which this Code Constitution grounds itself,
the arrangements made by this Code grounds itself.

1. The less the pecuniary remuneration if any which the
functionary requires in compensation for the labour
of the service rendered by him by the obligation
he contracts subjects himself to, and the functions exercised by him
in discharge pursuance of those same obligations, the
more conclusive is the evidence he thereby furnishes produces
of his aptitude for the due performance
of those same functions.

Reason. For the less the pecuniary remuneration
he requires in a pecuniary shape the more acceptable
greater
stronger he proves his relish to be for the occupations
by which the functions of it are exercised.

So likewise the closer the attendance which
accord in obedience to the Code of rules belonging to the situation is actually
and habitually paid, by him or engaged undertaken to be paid.

If the sum particular money offered and paid by him is so
great that instead of requiring remuneration for the
exercise of the function belonging to the situation service he is willing to give and gives accordingly
money for the faculty of performing exercising those same functions,
the larger the sum is in proportion to his pecuniary means
the still stronger his evidence afforded of such his relish, and
the circumstantial evidence thereby afforded of his appropriate
aptitude.
