= Extravasated punishment
1. All such extravasated remuneration is altogether
needless.
It is needless of course needless in the case where emolument
in no shape or quantity is looked for is required by the aspirant.
It is equally needless in the case where emolument in
some quantity is looked for by the aspirant. It is not obtainable
in and from any other means of livelyhood any other
profit-seeking occupation. In every other profit seeking occupation
a person engages without any such insurance
against casualties. When upon or before or after his entrance
into the situation, or into the married state, whichever
event takes place first he forms his calculations, and either
continues in an improvident state, or lays up money, according
to his temper and disposition. In those several occupations
the greatest exertions on the part of the most capable hands
are produced without any such excitement and expence as
that in question and the most irksome do not by their irksomeness debar men
from entrance.
No ground can be found assigned for any such supposition that on
the part of a married man as such efficient service in any efficient
situation will be better performed than by an unmarried
man as such.
Superannuation Of Pensions for inaptitude proved
by sufficient evidence the inaptitude stands apparent upon the
face of denomination. Provision made of emolument in this
shape is a bounty premium on inaptitude from that cause. It is an
invitation to all who in their own estimation are unlikely
to prove unfit for useful service in any shape, to come enga
enter into the public service, and burthen the render their inaptitude
productive of evil upon the largest instead of the smallest
scale.
