No ground can be found for any such supposition as
that a man's aptitude for the public service in any situation
will rise during his lifetime in any in proportion to with the number of children it happens to
have to leave at the time of his death.
It is now almost universally understood and agreed that extravasated
allowance given to the day labourer in even the lowest paid
classes and thence in no more than to no greater amount than
