useful shape, not augmentation but diminution of the aggregate quantity.

5. Evil 5. In so far as given in the character of reward
for the purpose real or pretended of giving encrease to extraordinarily
useful service rendered to the universal interest
diminution in various ways instead of augmenting the aggregate quantity
that would otherwise be rendered. The man by whom such

in an official situation ordinary service in ordinary
degree of perfection has been rendered, call him a bene-meritant:
a man by whom in that or any other situation extraordinary
service to the public has be in any shape been rendered to the
community call him an extrameritant. True it may be, that Under a constitution
such as the one here proposed a Prime Minister howsoever
absolved from all legal and effective obligation of paying regard to
the sort of service in the shape in question could would not, regard being
had to the eye of the Public Opinion Tribunal, as be able to escape allegation
from the tie of that imperfect obligation in such sort as
to save himself altogether from the mortification of adding to
the list of his and his favorites, some extrameritants individuals
distinguished by universally being known to have rendered extraordinary
service. But supposing those benemeritants extra meritants to be in of number
equal to that of those non-meritants, still to each of them
the value of distinction in question in its character of an efficient
cause of a tribute regard and respect paid payable by the members of the community
at large would find and feel the value of the reward
lessened in proportion to the number those their patrons of the worthless sharers.
Instead of the purely factitious reward arbitrarily conferred suppose give as per text
the remuneration for extra service natural honor authoritatively
augmented as above, and suppose it earned by what is no scanty four individuals
in a year each extra meritant would see the value of his share diminished
by no greater number of shares than those three: and these all
of them
justly entitled recourse of the tribute of regard and respect
as well as he. But under the system of arbitrarily conferred factitious
honor, of a suppose an extra-meritant fortunate enough to find a one single
partner of his own class, he would to this one partner see added
perhaps forty perhaps four hundred partners of the altogether
class confounded with he crowd he would be looked upon thought as having purchased
the distinction by corrupt
obsequiousness to the corrupting
patron, as well as they.
