1824. April 30
Constitutional Code

8. Evil 8. Demoralization: Depravation of the national public morals on the part in the breast
of public men – diminution of appropriate moral aptitude with
reference to the maximization of national the universal happiness: namely
by the imposture necessary to the producing and keeping up in the
public mind the believe conception by the supposition an erroneous one,
that in the shape of in question the matter of reward is applied is applied to the purpose of giving encrease to the quantity of
extraordinary service rendered to the community in an
extraordinary shape, by being confined in the disposition made of it secured to the class or extra-meritants.

If it were so secured the boon in question would not be what by the supposition it is. It would be not arbitrarily but judicially
conferred, and instead of being purely factitious honor it would be natural
honor only – augmented by authority in respect of permanence and extent.
But being in itself purely factitious and the class of persons for whose
benefit it is created being that neither extra-meritants nor even
bene-meritants but non meritants and male-meritents, considered in this point of view the
whole institution would in this case as it is in others be no
better than an entire system of imposture. A false species of currency is
created – created by whose who that to whom it is perfectly
to be so – created for the purpose of wrecking those amongst whom
it is distributed – enriching them by in at the expence of extra-meritants and benemeritants
by means of the double injury abovementioned in the faint greatest degree, and beside them at the expence of the
people at large. By from whom by this decent counterfeit article false ware produce of in the
shape of regard and respect is extracted intended to be extracted and is extracted accordingly without their receiving
or being intended to receive an equivalent. Of this false
currency the founder of producers by whom the order whatever it is were frauded would be is the forgerer or false
comer – the utterer Prime Minister of the day the utterer, the
functionaries and other individuals receiving the title or the badge at his
hands another at the utterer's accomplices with that same the chief utterer. Sufferers – the
parties defrauded – 1. people in whom the bill in each instance is drawn – the bill for so much
regard and respect as if for value received to their case, the parties
deceived and defrauded of their tribute of regard and respect; 2. the ex society
of extra-meritants defrauded of that portion of that same tribute which otherwise but for the fraud
would with gladness have been poured into their bosoms.
