2. Augmentation of the aggregate mass of corrupt obsequiousness

The So far as regards the imposture fraud, the demoralization
is confined to the founder of the bubble the fraudulent institution
the distributor of the false and the receivers
of it. But besides the actual possessors the number of whom who will at all
times be a definite and known number, there will be always
a numerous train of aspirants, to the multitude
of whom no limits can be assigned: so many as there
are of these so many are there who, until they have respectively
been put into possession of the object of their desires.

If the only service, for which reward in this shape at the public expence
and by the hands of a public functionary were obtainable
were extra service rendered to the public, and that not arbitrarily to reward judicially
conferred, no such dependence would be created, no such corruptedness
would have place. Now to the Judicial mode of collation
institute the arbitrary mode, here so many the system of
dependence and corrupt obsequiousness is established at
once. Servility as towards the patron would not the habit
of affording gratification to his desires in so far as it could be
afforded consistently with personal safety – to his desires
how great soever would be the mischief done to the public by the
gratification of them – this we the import of one collective application this word may be regarded
as immeasurable a host sway of services, the necessity of which would
present its be continually present to the minds of every aspirant.
Suppose even in his and there an instance the factitious honor dignity
bestowed by him in the character of a reward for extraordinary
public service rendered to the public, still in no perceptible
degree would the habit of corrupt obsequiousness servility – in no perceptible degree
would the force of the inducements by which the train of aspirants were
led into it be lessened diminished. To the performance of those public services, self sacrifice
