Evil Lessening the aggregate in quantity and value
the aggregate stock of meritorious service that would otherwise be rendered in and
to the community: and this to the end of during the time if the influence
of this instrument could be supposed to] at all times
durin
so long as the influence of this instrument continues in
operation: and this obstructing upon the largest scale appears
obstructive to positive good in every shape.

Evil Adding force to every particular interest and
sinister interest that militates against the universal
interest: and thus operating in the production of evil in every
shape upon the largest scale in every shape.

Proof. Merit in every shape is lessened in this way. It is
only by in any instance the contemplation of accident of merit in any shape has any share whatever at
all in giving birth to the act by which a benefit in this
shape is conferred: and supposing no such accident, the
tendency effect of the institution is to act with the whole entire of its
force in diverting all mens exertion from those acts by which
service to the community is produced rendered to the others whatever
they may be by which no such beneficial effect is produced.

But suppose even that in a certain proportion of the
whole number of instances the contemplation of merit operates
as the sole efficient cause of the act by which the benefit
in this shape is conferred, still so long as those instances are
do not constitute a majority, the effect on the aggregate stock
of merit will be elimination not a proportion that belongs in common to encrease. For of the acts by
which extraordinary service is rendered to the universal interest it is the
common property that to the performance of them, extraordinary
exertion and self sacrifice in all imaginable shapes
is ordinarily required: he whereas for the performance of those acts by
which if not by publickly serviceable acts the act by which benefit in this
shape is conferred, require
not unless by mere rendering
exertion any self-sacrifice.
