[ ] Extravasated how

Art. Extravasation has not in the case of reward
the same evil effects. Of extravasation the consequences are
not exactly the same in the case of reward as in the case
of punishment. In the case of Applied to punishment, the matter of punishment being the matter of evil whatsoever
is extravasated is to much needless and useless suffering.
Whatever is applied in a purposely extravasated state
is the result of needless and purely pernicious cruelty.
Of the punishment considered as about to be applied Applied to any person other than the delinquent, the apprehension
of punishment can not make in the mind of
the delinquent an impression so efficient that of punishment as the same
quantity applied to the delinquent himself. In no
instance therefore can punishment in an extravasated
stated be consistent with frugality nor accordingly therefore with justice
unless and or until the stores of punishment have
been exhausted on the delinquent. But in no lock
forming part of the danger in which the present proposed
lock has been pursued can any such exhaustion have
had place, or any approach been made to it, not even
in any body of law established at a state time of the most
savage barbarity, has any such exhaustion had place.
