Constitutional CodeCh. IX. Ministers collectively
§. 11 Remuneration
Factitious Dignity
Thre Two dubious particulars circumstances however there are by which the
title of the supposed is always rendered
more or less equivocal dubious. These are 1 the necessity of the war
in the course of which the supposed service was supposed
to have been rendered. 2. the doubtfulness whether existence of
the service being supposed incontestable – service for example
rendered by the gaining a victory, the doubtfulness whether it
was the by the individual thus rewarded that had the greatest
share or even any share at all in the production of the effect.
As to the necessity of the war – an obvious observation is
– that whether in its commencement the war was just or unjust
self defence in the progress of it is not the less necessary, nor
is the usefulness and imputation of the service rendered by a victory the more
questionable. This in general is perfectly true. But suppose the
war a war of Monarchs against subjects of the Monarch
with the partners in his sinister interest with those of whose interests
with only that exception is composed the universal interest. In this
case the victory may be equally incontestable: but the meritoriousness
is, not directly but inversely in the extent of it.
When at Manchester the slaugh under the orders of the self-destined
receive of the Holy Ghost the slaughter of which by so
many unarmed men women and children were the victims
the victory existence of the victory was incontestable, and so
for the thanks given in the name of the Monarchy appropriately bestowed justly due.
But the necessity of their burying was upon the people – this is
the position a point matter which no men who or of person
by whom the people are not regarded with the eyes of an enemy
will affirm advocate.
