Constitutional Code.

In relation to the case of every such foundation there is therefore a preponderant
reason for believing that it is the result of the endeavour
of the insincere person to create and preserve correspondent
insincerity in the discourse and deportment on the part of
other persons in the greatest number possible

If while reward by the government or an individual with the correspondent quantity
of punishment inseparably as above attached to it, has been
thus applied by an individual to the obtaining evidence for
a certain set of opinions, punishment is by authority of
the State attached to the of endeavour to withhold evidence
from that same set of opinions, an evil-minded legislator may by an
appropriate selection of the opinion to which such support
is given, find means to maximize his own prosperity by
minimizing the happiness of the greatest number maximize give
his own increase to his own personal enjoyments in so far as increase
can be given to them by maximizing the quantity of the
objects of general desire in his own possession at his own disposal, or at his own
command.

For in this state of things, but for some
conjunction of intrepidity
on the part of a few persons
in a small number endowed
with appropriate aptitude
in the degree requisite to
frustrate the oppressive
design
which many of have
adequate motives for declaring asserting the truth of the false and mischievous
proposition none have adequate motive for displaying
the falsity of it – and persons in any number may be induced
to join in the declaration of the its being in their opinion
true: here then for embracing giving credence to the false proposition there is the
reason constituted by authority: while for giving withholding
evidence no reason is offered none being suffered to be offered by any person. But authority
is the ground on which for the greatest number of the opinions on
which this habitual practice is derived, the majority of mankind humankind
must in all places and at all times under its necessity of delay, necessitated to act.
